Some of the motives are known. They include hatred and envy for nations and peoples who are more advanced economically and free. There is also hatred for Jews and Christians.
Those are the negative motives. The positive motives are the certainty of Heaven by dying in Holy War.
If “deranged” people were being taught by the hundreds in this country to mass murder/suicide we would go after the teachers. If in the process we found that teachers were clergy-men in an otherwise respected denomination we would hesitate a second, but not much longer. We would bring the teachers to trial on murder charges.
The first amendment would not protect this kind of freedom of religion.
The President of the United States should tell nations that have such clerics to take similar action. If not, we should recall our ambassador to that nation.
